Hurricanes: These are one of the most destructive forces on the planet causing massive damage across a very large area. One of the most immediate requirements after a storm is to cut and toss debris from major roadways so emergency teams can perform their life-saving functions. Very shortly thereafter, large numbers of specialized trucks and equipment must be brought in to clear vegetative (i.e., tree) and building material debris so electricity can be restored and rebuilding can begin. Flooding often occurs during these events contributing even more debris for municipal leaders to remove so that residents can restore their properties. Other damage, like environmental hazards, dead animal carcasses, damaged levees and choked waterways, pose major challenges for emergency planners and officials.
Tornadoes: As oneof the most frightening weather-related events, these often arise very quickly and without much warning. Although generally localized to an area, weather patterns can create “streams” of parallel tornados that track across wide areas causing massive destruction to trees, houses and commercial properties.
Winter Storms: These type of stormsaccompanying heavy snow or ice pose unique problems. Much of the resulting damage in these types of disasters are the scores of fatigued or snapped tree branches often hanging precariously overhead.
Vistabution is well-versed in all aspects of debris management operations. This encompasses emergency push operations for critical facility and priority route clearance; right-of-way debris collection; curbside segregation; DMS reduction, recycling and final disposal; permitting; DMS site closeout; and final reconciliation and auditing.
Vistabution provides removal, transport and disposal of abandoned vehicles. Services include aggregation staging; inventorying and indexing for easy location and retrieval; Information dissemination; owner contact; and supplemental investigations for proper disposition.
Snow & Ice Support
Vistabution is able to conduct snow management operations for communities when snow fall gets past the point of simple road maintenance. From plowing to removal, salt spreading to transporting, each event can require a different combination of techniques to clear for safe passage through roads.
Disaster Recovery Case Studies:
Asheville Storm Debris – January - April 2010
For our contract, Vistabution was assigned to support the Buncombe and Madison counties with the debris removal caused by the snow and ice which plummeted thesecondary roadways surrounding these counties.Vistabution identified and designated collection zones in each municipal jurisdiction. We sourced, retained and assigned subcontractors for all collection zones. We developed, staffed and operated 42DMS sites throughout the affected areas and collected and hauled 3,000,000 cubic yards of debris in 90 days.
Ice Storm Emergency ReliefDecember 2002 - May2003
In this contract, Vistabution was assigned to support Wake County in providing roadside and right of way maintenance of secondary streets. We were responsible for the clearing of structural, limb, tree and debris removal, caused by the heavy ice accumulation which obligated the state to declare the county a federal disaster. Over 10 personal monitors were designated to help with recovery efforts. Each monitoring team enforced the debris was being picked-up according to regulations which had to separate federal right-of-way debris from the state / county right-of-way.
Hurricane Isabel Emergency Relief: October – December 2003
Hurricane Isabel produced moderate to heavy damage across eastern North Carolina. Damage was heaviest in Dare County, where storm surge flooding and strong winds damaged thousands of houses. The storm surge produced a 2,000 foot (600 m) wide inlet on Hatteras Island, isolating Hatteras by road for two months. Strong winds downed hundreds of trees of across the state.Vistabution deployed less than 100 crews to oversee the clearing of structural, limb, tree debris removal, hauling to land fill, along with roadside and ROW maintenance within Division 1 counties of Camden, Pasquotank, Currituck, Gates, Perquimans, Dare and Hyde.
